A usage router for Grok Bot

Jev decides which route an agent takes before it spends anything.

0xCodila wired Jev in front of Grok Bot as a routing skill: before a browser run, research, a retry or an extra bot, the router is asked and its answer is honoured. It is run in shadow mode first, with the logs read, and only then switched on, and irreversible actions stay with a person.
